This is not a Pumpkinseed, but a juvenile Redbreast. By the time Pumpkinseeds are over 2 inches long, they almost always have a visible red dot on the end of the opercular flap. This photo has the slightly larger mouth, more pointed head, and opercular flap that is dark to the edge consistent with a Redbreast.  At this size, the Redbreast's opercular flap will not not yet have become elongated.
